The nibblers shall be furnished with one extra punch, one extra set of brushes, a complete set of the manufacturer’s current operating and maintenance instructions, a parts list breakdown, and any tools, equipment, and accessories necessary to assure efficient operation in accordance with the operating instruction and any tools, equipment, and accessories normally supplied commercially.
The nibblers shall be marked in a plain, permanent, and legible manner with the manufacturer ‘e name, trademark, country of origin, model and serial number, cutting capacity, type of current, voltage, and rated load in amperes.
Testing requirement. The nibblers shall pass the following performance and service tests.
Performance test: The class 0 nibblers shall cut 20 feet of 0.250 inch mild steel in a period of six minutes. The class 1 nibblers shall cut 20 feet of 0.125 inch mild steel in a period of six minutes. The class 2 nibblers shall cut 15 feet of 0.0747 inch mild steel in a period of five minutes. The class 3 nibblers shall cut 20 feet of 0.0478 inch mild steel in a period of four minutes.
Service test: The nibblers shall satisfactorily complete a service test of at least forty hours of actual operation. Operation is not required to be continuous, but may be intermittent for a total of forty actual operating hours. The nibblers shall conform to the requirements of the performance test before and after the forty-hour service test. After the performance and service tester the nibblers shall be examined for wear of motor components, gears, bearings, cam and plunger mechanism, and punch and die assembly. The nibblers shall also be examined for possible lubricant leakage and insecure fastenings.
Workmanship. The nibblers and accessory components shall be free of any
defects which may impair serviceability, durability, or appearance.
Regulatory requirements. In accordance with the section 23.403 of the
Federal Acquisition Regulations, the Government’s policy is to acquire items
composed of the highest percentage of recovered materials practicable,
consistent with maintaining a satisfactory level of competition without
adversely affecting performance requirements or exposing supplier’s employees
to undue hazards from the recovered materials.
Notes:
When 2 pole, 3 wire grounding is specified, a double insulated model will be acceptable.
The issue of UL Standards No. 45 and 498, and MIL-STD-1337, in effect on the date of invitation for bid or request for proposals shall be used to determine compliance with the stated requirements.
