This commercial item description covers a nutrunner and screwdriver designed for driving self-tapping screws.
Salient characteristics:
Conforms to the requirements of Underwriters’ Laboratories Standard No. 45.
Double insulated or conventional 3-wire construction.
Operates from a 120 VAC power source.
Rated 4.0 amperes minimum.
Instant release switch.
Reversible.
Variable speed rated no load 0-1800 rpm minimum and 0-2500 rpm maximum.
All ball bearing or ball and needle bearing construction.
Straight drive with a positive type clutch.
Pistol grip handle.
Socket type chuck- 1/4-inch hexagon shape.
Capacity:
Number 12 (5/16”x2”) minimum rated wood screw size.
1/4-inch rated machine screw size.
Maximum weight 4 pounds 8 ounces (including power cord).
Furnished with one each of the following accessories:
Number 2 point Phillips bit with 1/4-inch hexagon male drive.
5/16-inch hexagon socket with 1/4-inch hexagon male drive.
3/8-inch hexagon socket with 1/4-inch hexagon male drive.
Complete set of operating and maintenance instructions.
Illustrated parts breakdown.
List of available accessory equipment.
Any special equipment and tools necessary to assure efficient operation in accordance with the operating instructions.
Workmanship. The nutrunner and screwdriver, including all parts and accessories, shall be free fins, burrs, rust, external sharp or rough edges, imperfections, and any other defects which may impair serviceability, durability, or appearance.
Regulatory requirements. In accordance with the section 23.403 of the Federal Acquisition Regulations, the Government’s policy is to acquire items composed or the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing supplier’s employees to undue hazards from the recovered materials.
Preservation, packaging, packing, labeling, and marking. The preservation, packaging, packing, labeling, and marking shall be as specified in the contract or order.

The issue of UL Standards No. 45 in effect on the date of invitation for bid or request for proposals shall be used to determine compliance with the stated requirements.
